Service Plans and Service Plan Reports

The Ministry uses a strategic management approach to ensure effective performance, in part by focusing on results, while providing accountability to the Legislative Assembly and the public.
To be accountable, the Ministry must be clear about its objectives, explain the strategies it will use to achieve those objectives, reveal the full cost of those strategies, and report on its actual results. The Annual Ministry Service Plan at the beginning of the fiscal year and Service Plan Report after the end of the fiscal year are the "bookends" of accountability.
The Service Plan outlines the Ministry's vision, mission, values and mandate. It sets out goals and strategic objectives for the Ministry, and outlines key initiatives, performance measures, targets and accountability. It establishes a strategic framework for Ministry activities and sets the stage for future performance measurement.

Service Plan Report
The purpose of the Ministry's Service Plan Report is to provide an accounting to the Legislature and the people of British Columbia for the performance of the publicly funded post-secondary system in British Columbia. These reports provide a means of assessing the achievement of the goals and objectives identified in the Plan. Reported outcomes are reviewed against the objectives, or intended results, of Ministry activities and initiatives.
