In 2000, Upper Iowa University was registered with the Private Post Secondary Education Commission (now known as the Private Career Training Institutions Agency), offering degree programs in British Columbia but conferring degrees from its home jurisdiction.

On April 11, 2002, the Degree Authorization Act was introduced in the British Columbia legislature so that private and out-of-province public post-secondary institutions could apply for ministerial consent to provide, advertise or grant degrees in British Columbia and to use the word “university” for educational purposes.

The act also provided a five-year temporary exemption from these consent requirements for institutions that were registered with the Private Post Secondary Education Commission at the time the act with introduced.

In the spring of 2007, the Degree Quality Assessment Board carried out a quality assessment of Upper Iowa University, which included a review by external experts, for use of the word "university" and for a bachelor of science - business administration major.

The board found that Upper Iowa University did not meet the criteria established and published by the minister and recommended to the minister that consent not be granted.

The minister reviewed the board’s recommendation and determined that consent under the Degree Authorization Act could not be granted to Upper Iowa University.

On April 11, 2007, the temporary exemption under the Degree Authorization Act ended, and Upper Iowa University has closed its Vancouver operations.
