Capital Asset Management

The Capital Asset Management (CAM) team manages the capital program for British Columbia's public post secondary institutions for new capital projects and for maintenance and rehabilitation projects for the institutions' physical infrastructure, including deferred facilities maintenance.

Responsible for a broad range of government policies and provincial standards associated with the planning, procurement, maintenance, construction and utilization of facilities for the province's post-secondary institutions to ensure that facilities meet educational and provincial government requirements to provide accessible and high quality post-secondary education. The CAM team formulates and oversees the implementation of short, mid and long-term capital and maintenance plans and ensures that plans are based on local needs, demographics, educational program plans and other trends and government priorities.

Provides advice and technical support to public post-secondary institutions in the area of capital and facilities planning, development and maintenance. Responsible for ensuring that post-secondary facilities capital planning and development complies with government's overall Capital Asset Management Framework, the Ministry's own capital policies and procedures including requirements related to educational capital planning and relevant Acts and Regulations.

Major Program Activities

  • Capital planning policies and procedures development
  • Assist post secondary institutions in developing Five-Year Capital Plans
  • Review and evaluate post secondary institutions' capital project requests for:
    • Ministerial support;
    • presentation to Ministry of Finance;
    • inclusion into Ministry's Consolidated Capital Plan
  • Capital Budget, funding and cashflow management
  • Capital asset inventories management
  • Administer acquisitions, dispositions of post secondary institutions' capital assets
  • Administer the British Columbia Knowledge Development Fund, in collaboration with the Ministry of Technology, Innovation and Citizens' Services
