The provincial government’s Campus 2020 initiative was part of an ongoing process of review, evaluation and adjustment of public policy in post-secondary education. The final report presented the minister with a number of options for strengthening post-secondary education in British Columbia. Government acted on the report by:

  • Making tuition free for all adult basic education.
  • Commissioning an independent review of private post-secondary governance, legislation and accountability.
  • Appointing more members to the board of the Private Career Training Institutions Agency to increase representation from outside the sector.
  • Announcing an Education Quality Assurance designation to recognize quality assurance standards.
  • Increasing enrolment opportunities so that students with a B average in high school now have ready access to B.C. universities; and
  • Creating five new universities:
    1. Vancouver Island University
    2. Kwantlen Polytechnic University
    3. University of Fraser Valley
    4. Capilano University
    5. Emily Carr University

These steps respond to the report’s call for increased access and choices for students and suggested changes to help bring education “closer to home” for B.C. students. The ministry appreciates the efforts of the many B.C. citizens and ministry staff who contributed to Campus 2020.

While the creation of the five new universities brings the Campus 2020 initiative to a conclusion, the report leaves a lasting legacy in the ministry that includes ongoing work – such as the student financial assistance review – that will continue to build and strengthen British Columbia’s publicly-funded post-secondary system.

Campus 2020:  The Report
